This program of national assessments was brought together through the partnership of three major organizations (listed below).  The ISST partners are primarily responsible for running program operations including:  

IQRA International Educational Foundation
IQRA’ International Education Foundation is a non-profit Islamic educational establishment (waqf) instituted to creatively respond to the growing needs of the Muslim community. IQRA’ has been at the forefront of researching and advancing Islamic knowledge for over quarter of a century - promoting quality Islamic education in North America and around the world.

High Quality Education Consulting (HQEC)
High Quality Educational Consulting is devoted to empowering educators with quality information, resources and guidance that will aid institutions in reaching its goals.  HQEC supports schools by assisting with school design, evaluating core-curricula and school governance, and outlining basic improvement plans that ensure educational success.

Strategic Measurement and Evaluation conducts development, analysis, and scoring of high-stakes assessments for urban districts, state testing programs, and other assessment companies. For example, SME has developed assessments for the school districts in Cleveland, Ohio, Baton Rouge, Louisiana, and Oakland, California. They have provided both development and analysis for the English Language Proficiency Assessment (MI ELPA) in the state of Michigan and scoring services for assessments in Indiana and New Jersey.
